Explanatory note on how to complete ISTA Orange International Seed Lot Certificates (OIC) and Blue International Seed Sample Certificates (BIC)
 

Introduction
This note aims to cover all possible data entries on ISTA Orange International Seed Lot Certificates (OIC), and ISTA Blue International Seed Sample Certificates (BIC). The numbering used in this note relates to the numbering on the example OIC attached and acts as a cross reference to the relevant sections of the ISTA Rules. For the BIC only the testing is under the control of the ISTA accredited laboratory, the sampling is not.
 
General
OICs and BICs can only be issued by ISTA accredited laboratories. These laboratories have been accredited by ISTA and authorised by the Association. Reporting is limited to species included in Table 2A and to methods described in the Rules with the exception according to 17.5.3.9 (ISTA Rules). Only results of tests within the scope of a laboratory's accreditation, performed on species within the same scope may be reported. The directive in 17.5.3.9 on reporting results of analysis not covered by the Rules applies accordingly.
 
The headings printed in bold indicate that an entry in the relevant space on the form is compulsory, regardless of the kind of analysis performed.
 
The OIC, or BIC has to be completed using a printer or type-writer, it can not be handwritten, exceptions are the stamp of the laboratory, stamps for 'ORIGINAL' and 'DUPLICATE' and the signature.
 
Amendments, alterations and erasures invalidate the Certificate (17.3.e).
 
Only one Certificate with the mark 'ORIGINAL' can be issued for a seed lot and a particular result at one time. The number of duplicates is not limited. Duplicates must be identical to the original Certificate in all respects, including the original date of issue, except it shall be marked DUPLICATE. (17.2.3).
 
There is no explicit period of validity for a Certificate. Thus a Certificate shall be valid until it is superseded by a subsequent Certificate on the same lot (17.3.c) or it is invalidated by undue amendments.
 
The declaration on the back of the Certificate must not be altered.
